After the 70 year captivity, things weren't going well with those who came back to Jerusalem. Most chose to stay in Babylon. The people Haggai spoke to weren't bad people. In fact, they were devout. Although they had started the work to rebuild with good intentions, after two years, they still had only lain a foundation with no temple to the Lord.
